Why Meta matters

Facebook and Instagram are where many brands advertise and engage customers, which makes them prime targets for impersonators and scam advertisers. Meta says it removed more than 157 million pieces of ad content across Facebook and Instagram in 2024 for violating its fraud, scam, and deceptive practices policies.

Your best ads, run by someone else

Meta is one of the platforms our clients most often ask us to enforce on. Most e-commerce brands rely on Meta ads and the reach of Facebook and Instagram for a large share of their growth, and bad actors know it.

The playbook is simple: watch which of a brand's ads are getting traction, copy those ads, and run them to start cutting into the brand's revenue in a very visible way. The copies are often so blatant it hurts.

Few things are more frustrating for a brand. You create a product and build a brand identity to stand apart, then find someone else running your ads, sometimes with your own face in the video, to defraud the customers you worked hard to earn.

Copied ads are impersonation too

A one-for-one copy of your ad is a form of impersonation. The pages running these ads often use your brand name and present themselves as the official, authorized brand, so customers have no reason to question them.

Instagram impersonation

Instagram is no different. Profiles using your name or likeness appear constantly. Like their Facebook counterparts, they may message users directly with fraudulent offers and send them off the platform to complete the scam. Meta doesn't make that messaging data public, so it's hard to know how far these fake accounts reach or exactly what they're doing.

Your official presence is your best defense

Being active on Facebook and Instagram yourself lets you control the flow of information into that ecosystem. Your official pages will usually be far more popular than any fraudster's, with a night-and-day difference in likes and followers, which helps customers recognize the real brand.

  • Stay active on your official accounts so customers know where to find the real brand.
  • Monitor comments on your posts for replies steering customers toward fake sales channels.
  • Treat copycat profiles like copycat websites. Just as one-for-one website copies should be taken down, so should social profiles that copy you and your brand one-for-one.

It can be hard to measure exactly how much damage an impersonation account has done. We still treat this type of infringement as the top priority for protecting the long-term health of your brand and its identity.

How enforcement works on Meta

  • Brand Rights Protection. Meta's Brand Rights Protection is a single tool for finding and reporting misuse of a brand across ads and organic content on Facebook and Instagram. Brands must enroll, and not every business is eligible.
  • Report types. Takedown requests are organized by violation type: copyright, counterfeit, impersonation, and trademark. Brands can report Facebook Pages and Instagram accounts for business impersonation alone, without a separate IP claim.
  • Scam ads without your IP. Since a 2025 update, enrolled businesses can report suspected scam ads at scale even when the ad doesn't use their IP directly, such as misleading ads that exploit a brand's name. These are filed under the "Other" violation type in the ads tab.
  • Detection and authorized accounts. Brands can upload reference images so Meta's systems flag possible violations, and upload a list of authorized Pages and accounts to reduce false positives. Meta has also introduced automated takedowns for brands with a strong reporting history.
  • Public forms. For one-off issues, Facebook and Instagram offer public reporting forms for impersonation and IP infringement.

How we enforce on Meta

We've invested heavily in improving our detection and enforcement on Meta, because speed matters most here. The faster an infringing ad or video is identified, the sooner it stops reaching your customers.

Meta hasn't made that easy. This year, we've seen periods where Meta's AI systems marked reported ads as removed while they were still running. That meant resubmitting reports, which were then reviewed by the same AI system and marked successful again.

Anyone who has tried to resolve this kind of issue with Meta knows how hard it is to reach a person. We maintain contacts at Meta for emergencies, but day to day, Meta is pushing to automate its systems, and it relies on partners like us to flag when those systems get it wrong. AI-altered and slightly modified content adds another layer, requiring more evidence and more escalations to succeed.

Even so, we're proud of our results: more than 10,000 ads removed on Meta in the last six months. We'll keep pushing Meta to improve its processes.

“I didn't know what to expect, but they blew me away. Within weeks, they flagged and removed dozens of fake TikTok accounts, Instagram ad scams, and Shopify copycats we didn't even know existed. They move insanely fast, everything's communicated in Slack, and you can tell they actually care.”

A tool for enrolled businesses to find and report brand misuse across ads and organic content on Facebook and Instagram.

Yes. Pages and accounts can be reported for business impersonation alone.

Enrolled businesses can report suspected scam ads that exploit their brand name, even without direct IP use.

No. Bustem doesn't rely on Meta's Brand Rights Protection tool for monitoring or enforcement. We've worked with brands that granted us access to file reports through the tool, but so far we haven't seen any difference: takedown rates and times look the same as reports filed through our own automated systems.
